The Commissioner’s decision is that Brighton & Hove City Council has failed to demonstrate that the exemptions in section 41 and section 43(2) are engaged. The Commissioner requires the public authority to disclose the withheld information. Information Tribunal appeal EA/2016/0119 allowed.
