The complainant has requested a list of local authorities who do not have a current Public Service Network certificate as at the date of his request. The Cabinet Office refused to provide this citing FOIA section 31(1)(a) (law enforcement exemption) as its basis for doing so. It upheld this at internal review. The Commissioner’s decision is that the Cabinet Office is entitled to rely on section 31(1)(a) as its basis for refusing to provide the requested information. No steps are required.
