The complainant has requested information from the London Borough of Richmond upon Thames (the ‘Council’) relating to the Council’s Highway Workers. The Commissioner’s decision is that the Council is entitled to rely on section 14(1) of the FOIA to refuse this request. Therefore, she does not require the Council to take any further steps.
