The complainant has requested information from Southwark Council (“the Council”) relating to whether it holds a copy of a document that gives the Monitoring Officer or Mayor the authority to reject a question to council assembly on the grounds that the person asking the question is an habitual complainer. The Commissioner’s decision is that the Council does not hold any information falling within the scope of the request. The Commissioner requires the Council to take no steps.
