The complainant has requested correspondence between the Council and consultants commissioned to produce its Strategic Housing Market Assessment (SHMA). The Council provided some information, but withheld other information under regulation 12(4)(d) of the EIR on the basis that it related to information still in the course of completion and unfinished documents. The Commissioner’s decision is that all the withheld information engages the exception; however in respect of a limited amount of that information the public interest favours its disclosure. This information has been identified in the confidential annex which accompanies this notice. The Commissioner requires the Council to disclose the information identified in the confidential annexe. Information Tribunal appeal EA/2016/0257 dismissed.
