The Valuation Office Agency (VOA) has relied on FOIA section 44(1)(a) – prohibitions on disclosure, to refuse the request. The Commissioner’s decision is that the VOA has correctly applied section 44(1)(a) to the request and she does not require the public authority to take any steps.
