The Commissioner’s decision is that: The request is manifestly unreasonable under regulation 12(4)(b), by reason of being a vexatious request, and the public interest favours maintaining the exception. The Commissioner does not require the Council to take any steps to ensure compliance with the legislation. Information Tribunal appeal GIA/697/2019 allowed.
