The Department of Agriculture, the Environment and Rural Affairs refused to disclose the requested information in reliance on the exemption at section 35(1)(a) of the FOIA. The Commissioner’s decision is that the exemption is engaged with regard to the information held, but that the public interest in maintaining the exemption does not outweigh the public interest in disclosure.
