Lancashire County Council refused to provide the requested information under the exemptions provided by sections 36(2)(c), 40(2), and 41(1) of the Freedom of Information Act. The Commissioner’s decision is that the Council has correctly withheld the information under section 41(1). The Commissioner does not require the Council to take any steps.
