The complainant has requested from Norfolk County Council (the Council) information regarding incomplete CIPP streets under the current Street Lighting Private Finance Initiative (PFI) Contract. The Commissioner’s decision is that the information relates to material still in the course of completion. The regulation 12(4)(d) exception is engaged and the public interest favours withholding the information.
A short confidential annex has been produced which contains the Council’s further supporting evidence. This will be provided exclusively to the Council. The Commissioner does not require the Council to take any steps as a result of this decision.
