In two requests, the complainant has requested guidance from the Financial Ombudsman Service (FOS).  FOS refused to comply with the requests which it has categorised as vexatious under section 14(1) of the FOIA.  The Commissioner’s decision is as follows: FOS is entitled to rely on sections 14(1) to refuse to comply with the complainant’s two requests. The Commissioner does not require FOS to take any steps.
