The complainant has requested information regarding the issuing of Section 146 Notices. The Commissioner’s decision is that the request was valid but that it had more than one objective reading. The London Borough of Southwark was required to clarify the information that was being requested but failed to do so adequately. It therefore breached its obligations under Section 16 of the FOIA. The Commissioner requires the London Borough to take the following steps to ensure compliance with the legislation: issue a fresh response, under the FOIA, to the request using the interpretation laid out at paragraph 14 of this Notice.
