The complainant has requested information on the Wiltshire novichok incidents, including emergency response times and details of time at the scene and time taken to get to the hospital by the ambulances attending. The public authority refused to provide the information on the basis of section 24, 38 and 40 of the FOIA. The Commissioner’s decision is that South Western Ambulance Service NHS Foundation Trust has correctly applied the provisions of the section 24 exemption and the public interest favours maintaining the exemption and withholding the requested information.
