The complainant requested information relating to the consideration of a planning application. The public authority withheld the information held within the scope of the requests relying on the exceptions at regulations 12(4)(d), 12(4)(e), 12(5)(b) and 12(5)(f) EIR.  The Commissioner concluded that the public authority was entitled to rely on the exception at regulation 12(4)(e).
