The Commissioner’s decision is that the council was entitled to rely on section 14(1) when refusing to comply with the request, on the basis that it was vexatious. The Commissioner does not require the council to take any steps as a result of this decision notice. Information Tribunal appeal EA/2021/0160 dismissed.
