The complainant has requested schedules of DCP (damage to crown property, now known as damage to the Strategic Network) rates from Highways England (HE), matters relating to them, and a county court case. HE refused to provide the information citing section 14(1) – vexatious request. The Commissioner’s decision is that HE has cited section 14(1) appropriately.
