Coventry City Council (‘the Council’) has disclosed some information (with personal data redacted) and withheld the remaining information under regulation 12(4)(d) of the EIR, which concerns material still in the course of completion. The Commissioner’s decision is as follows: At the time of the request, the withheld information engaged regulation 12(4)(d) of the EIR because it could be categorised as information relating to material in the course of completion. The public interest favoured maintaining this exception. The Commissioner does not require the Council to take any corrective steps.
