The complainant has requested information with regards to a specific letter. Colney Heath Parish Council (the council) refused the request under section 40(2) of the FOIA – third party personal data. The Commissioner’s decision is that the council was entitled to withhold the information under section 40(2), by way of section 40(3A)(a).
