The complainant requested information relating to Emergency Travel Document applications for Iran between 2019 to 2021. The Home Office refused to provide the requested information, citing sections 27(1)(a) (international relations) and 31(1)(e) (law enforcement) of FOIA. The Commissioner’s decision is that the Home Office is entitled to rely on section 27(1)(a) and that the balance of the public interest favours maintaining the exemption.
