Bristol City Council (the “council”) refused the requests as manifestly unreasonable under regulation 12(4)(b) of the EIR. The Commissioner’s decision is that, in relation to all three requests, the exception at regulation 12(4)(b) is engaged and that the balance of the public interests favours the exception being maintained. The Commissioner does not require the council to take any steps.
