The complainant has requested information sent between Welcome to Yorkshire (WtY) and the Mayor of Doncaster (the Mayor). Doncaster Council (the council) responded that it did not hold the information for its own purposes, citing section 3(2) of the FOIA. The Commissioner’s decision is that the information requested was not held for the council’s own purposes and therefore falls outside the definition of information held for the purposes of FOIA under section 3(2). The Commissioner does not require any steps.
