The complainant submitted a request to the Foreign, Commonwealth & Development Office (FCDO) containing five questions about rendition to Libya. The FCDO refused to confirm or deny whether it held any information falling within the scope of questions 1 to 4 on the basis of sections 23(5) (security bodies), 24(2) (national security), 27(4) (international relations) and 40(5) (personal data) of FOIA. It refused to comply with question 5 on the basis of section 14(1) (vexatious).
