The complainant requested information from His Majesty’s Revenue and Customs (“HMRC”) about a Serial Avoiders Unit. HMRC advised it does not hold recorded information within scope of the request. The Commissioner’s decision is that on the balance of probabilities, HMRC does not hold recorded information relevant to the complainant’s request and has complied with section 1(1) of FOIA.
