The complainant requested information from Suffolk County Council (“the Council”). The Commissioner’s decision is that the Council was entitled to refuse to comply with the request in accordance with section 12(1) (cost limit) of FOIA. The Commissioner also finds that the Council did not comply with its obligations under section 16 of FOIA to offer advice and assistance; it must now do so.
