The complainant requested information from the Investigatory Powers Commissioner's Office (IPCO) under the Freedom of Information Act 2000 (the Act). The IPCO did not comply with the request on the grounds that it did not consider itself a public authority within the meaning of the Act.
The Commissioner’s decision is that the IPCO is not a public authority as defined within section 3(1) the Act. No steps are required.
