The complainant requested information about liability for Business Improvement District (BID) levies. East Lindsey District Council (the “council”) refused the request under the exemption for legal professional privilege (section 42). The Commissioner’s decision is that the council correctly withheld the information under section 42(1) and that the public interest favours maintaining the exemption.
