The complainant has requested information held by North West Leicestershire District Council (the “Council”) in relation to the addition of land identified as ‘EMP90’ to the ‘East Midlands Freeport Project’ and subsequent “Tax site”. The Commissioner’s decision is that the Council has not demonstrated that this request is manifestly unreasonable and is not entitled to rely on regulation 12(4)(b) of the EIR to refuse to comply with the request. The Commissioner requires the Council to disclose the withheld information.
