The above public authority (“the public authority”) initially refused the request as manifestly unreasonable before, in its internal review, determining that the public interest favoured disclosure and disclosing most of the information. The Commissioner’s decision is that the public authority breached regulation 14 of the EIR as its initial refusal notice was inadequate.
The Commissioner does not require further steps to be taken.
