The complainant has requested information held by London Borough of Havering (the council) relating to a Race Equality, Accessibility, Diversity and Inclusion (READI) review conducted by the Local Government Association (LGA). The Commissioner’s decision is that the council is entitled to withhold the requested information under section 36(2)(c) (prejudice to the effective conduct of public affairs) of FOIA.
