Blackburn with Darwen Borough Council

The complainant requested various information in respect of a Council Tax notice of liability order issued to ‘debtors’. Blackburn with Darwen Council (the ‘Council’) refused the request on the basis that it was vexatious. The Commissioner’s decision is that the Council was entitled to refuse the request on the basis of section 14(1) (vexatious request) FOIA.
