The complainant requested correspondence about ownership of the lands fronting the Galleries and Pastoral Way, and related information from the Brentwood Borough Council (the public authority). The Commissioner’s decision is that the public authority breached section 10(1) of FOIA by failing to provide a valid response to the request within the statutory time frame of 20 working days. To the extent that any information within scope is environmental, the public authority should respond in accordance with the Environmental Information Regulations 2004.
