The Rural Payments Agency (“RPA”) disclosed some information but withheld other information, citing regulation 12(3) (personal information) of the EIR. The Commissioner’s decision is that the withheld information engages regulation 12(3) of the EIR and to disclose it would breach the data protection principles.
