The complainant requested a copy of all communications sent to, and received from, the then Second Permanent Secretary to the Cabinet Office, on a specific topic, during a specified month. The Cabinet Office refused the request under section 14(1) (vexatious request) of FOIA. The Commissioner’s decision is that the Cabinet Office was entitled to rely on section 14(1) to refuse the request. The Commissioner requires no steps to be taken as a result of this decision.
