Warwickshire Police disclosed some information, but refused to provide specific arrest information, citing section 12(1) (Cost of compliance exceeds appropriate limit) of FOIA. The Commissioner’s decision is that Warwickshire Police was entitled to rely on section 12(1) to refuse the request for that information. However, by failing to respond to the request within the statutory 20 working day time for compliance, Warwickshire Police breached sections 1(1)(a) and (b), and section 10 of FOIA.
