Old Somerby Parish Council

The complainant requested copies of correspondence between Old Somerby Parish Council (the Council) and its external auditors PKF Littlejohn (PKFL). The complainant subsequently requested a copy of a risk assessment and associated communications, communications between the Council and the Lancashire Association of Local Councils (LALC) and the identity of the Council’s locum Clerk. The Council refused the requests under section 14(1) of the FOIA as it considers the requests to be vexatious. The Commissioner’s decision is that the requests are vexatious, and the Council was therefore entitled to refuse them under section 14(1) of the FOIA.
