High Speed Two Limited (HS2) refused the request as manifestly unreasonable under regulation 12(4)(b) of EIR. The Commissioner’s decision is that HS2 has correctly refused the request under regulation 12(4)(b) of EIR and has complied with regulation 9 in providing appropriate advice and assistance.
