The Commissioner’s decision is that the council disclosed all the relevant information it holds and complied with regulation 5(1) but that it disclosed some of the information outside the time for compliance and failed to complete an internal review within the statutory timeframe and, in doing so, it breached regulation 5(2) and regulation 11(4). The Commissioner does not require the council to take any steps.
