The complainant submitted a request to the London Borough of Islington (the Council) seeking copies of correspondence it had exchanged with a party alleged to have committed a particular breach of planning legislation. The Council withheld the requested information on the basis of regulation 12(5)(b) (course of justice and inquiries).
