The Commissioner’s decision is that the Council correctly confirmed that the information requested, beyond that disclosed to the complainant, was not held and that regulation 12(4)(a) applies but that it failed to issue a proper refusal notice and breached regulation 14(3). The Commissioner does not require further steps.
