The complainant has requested from the London Borough of Redbridge (”the Council”) all copies of Penalty Charge Notices (“PCN”) issued by Civil Enforcement Officers on 27 and 28 February 2023 within specified timeframes around Torbitt Way and William Torbitt Primary School.
The Council refused to provide information within the scope of the request citing section 40(2)(personal information of third party) of FOIA.
The Commissioner’s decision is that the Council was entitled to refuse to disclose the requested information by virtue of section 40(2) of FOIA.
The Commissioner does not require the Council to take any further steps. Information Tribunal FT/EA/2024/0284 under appeal.
