Cleveland Police denied holding some information within the scope of the request and refused to disclose the remainder, citing sections 31(1)(a) and (b) (law enforcement) of FOIA. The Commissioner’s decision is that Cleveland Police does not hold information in scope of the first part of the request and was entitled to rely on sections 31(1)(a) and (b) of FOIA to withhold the information inscope of the second part of the request. The Commissioner requires no steps to be taken as a result of this decision.
