Somerset County Council (“the Council”) determined the request to be vexatious and refused it under section 14(1) of the FOIA. The Commissioner’s decision is that the request was vexatious and therefore the Council was entitled to rely on section 14(1) of the FOIA to refuse the request. The Commissioner does not require further steps.
