The complainant requested information relating to the Isla Gladstone Conservatory in Stanley Park. Liverpool City Council (the “Council”) disclosed some information and withheld other information under the
exemption for commercial interests. The Commissioner’s decision is that the Council has failed to
demonstrate that the exemption in section 43(2) is engaged. The Commissioner requires the Council disclose the information in part 2 of the request to the complainant.
