The Commissioner’s decision is that the public authority does not hold any further information within the scope of the request apart from that which it has already disclosed to the complainant and that which is already reasonably accessible to him. The public authority breached section 10 of FOIA as it failed to respond to the request within 20 working days. The Commissioner does not require further steps to be taken.
