The complainant made four requests on the same day for information about Penalty Charge Notices (“PCNs”). Tunbridge Wells Borough Council (the Council) cited section 14(1) of FOIA to refuse the amalgamated requests as vexatious and withhold the requested information. The Commissioner’s decision is that the public authority was entitled to rely on section 14(1) of FOIA to refuse the requests.
The Commissioner does not require any steps as a result of this decision.
