The complainant has requested information relating to the Redcar Trial. Northern Gas Networks Limited (“the public authority”) disclosed information but refused to provide the remainder, citing regulation 12(5)(a) (International relations, defence, national security or public safety), regulation 12(5)(e) (commercial or industrial information) and 12(4)(d) (material in the course of completion). The Commissioner’s decision is that only regulation 12(4)(d) applies and the balance of the public interest favours disclosure.
