The complainant requested training material about Operation Sommen. The Home Office refused to provide the requested information, citing both sections 31(1)(a) (the prevention or detection of crime) and 31(1)(e) (the operation of immigration controls) of FOIA. The Commissioner’s decision is that the Home Office was entitled to rely on sections 31(1)(a) and (e) of FOIA to refuse this request for the reasons set out in this notice. No steps are required as a result of this decision.
