The Northern Health and Social Care Trust (the Trust) refused the request under section 40(2) of FOIA (third party personal data). The Commissioner’s decision is that the Trust was not entitled to rely on section 40(2) to refuse the request. The Commissioner requires the Trust to disclose the requested information to the complainant.
