The complainant requested road traffic information about a specific location. Oxfordshire County Council (the “Council”) disclosed some information, confirmed that other information was not held and withheld
other information under the exception for information in the course of completion (regulation 12(4)(d)). The Commissioner considers that, on the balance of probabilities, the Council does not hold the information requested in part 1 of the request as it relates to the B4015 and that regulation 12(4)(a) of the EIR applies. The Commissioner does not require further steps to be taken.
