The Commissioner’s decision is that the Department for Education (DfE) correctly applied the exemptions under section 35(1)(a) and 40(2) of FOIA to the request for information associated with a review of level 3 qualifications. These exemptions concern the formulation of government policy and personal data, respectively. It’s not necessary for DfE to take any corrective steps.
